    Research conducted with a number of Barnardo’s services warned that children from good homes are at the same risk of sexual abuse as less fortunate children due to their activities on the internet. The internet and new technologies have allowed potential victims to be accessible and available to perpetrators, who may be anonymous, quickly and freely in ways that would otherwise not be possible. Children and young people at risk of harm online may not have any previous vulnerabilities that are often associated with being victims of sexual abuse and exploitation, such as being in care; from families facing adversities or having a history of sexual abuse. This means that they are less likely to be identified as they might not be known to the authorities. The new report found almost half of young people admitted keeping their parents in the dark about their online activities.

    The Law and Freedom Foundation of 'mosque buster' lawyer Gavin Bobby has just published a comprehensive report on the UK grooming gangs. Entitled "Easy Meat – Multiculturalism, Islam and Child Sex Slavery", the report examines in detail; what these gangs do; the chronology of the problem; institutional failure and the abuse of the narrative of racism; the Islamic cultural background and the scale of the problem. The report establishes that 20 years ago childcare professionals dealing with the schoolgirl victims made recommendations which could have protected them, but these steps have never been implemented.

    This report describes the effectiveness and current issues of law enforcement against cyber crime in the Phillipines. The report states the following about new trends:'There are around 177 Internet Service Providers (ISPs) in the country today with the major providers offering services at an average rate of P25.00 per hour. Digital subscriber line (DSL), wireless and fixed broadband, cable, satellite Internet facilities are now being offered to the public making access to the internet easily serviceable. The number of Philippine Internet users range to 33.6 million.3 Contributing heavily to its growth are Internet cafes that allow Filipinos who do not own computers to gain access to the facility at an affordable price. An increasing number of schools and small and medium enterprises (SMEs) accessing the Internet contributed to this growth as well.' The Philippines has been regarded as a haven of crime committed online for many years while other countries have developed cyber-warfare. It has only begun its stand when the country received recognition in 2000 as the source of "LOVE BUG" or the "I love you" virus. It has been 13 years since the virus bolstered the insufficiency of the government‟s policies on cybercrime suppression, investigation and prosecution when the author of the virus was released from jail and no case was filed against him for lack of legislation defining the act as a crime and imposing penalty for such commission. On 12 September 2012, the Philippine Congress enacted the Cybercrime Prevention Act to govern crimes committed in the cyberspace. The new law specifies several new acts of cybercrime. Among those prohibited under the law are cybersex, online child pornography, illegal access to computer systems or hacking, online identity theft, and spamming. It increases the penalty for computer-related crimes. However, the law could not take its course in attaining its aim due to the indefinite restraining order issued by the Supreme Court for its implementation until the petitions challenging constitutionality of the law were resolved last February 2014.'

    Abstract:'The process of online grooming facilitates child abuse and is a threat to young people across the world. This literature review explores the research surrounding how young people are targeted by offenders on the internet. Definitions, prevalence and characteristics of online grooming are addressed in addition to consideration of child sexual abuse theories and internet behaviours. There are a variety of techniques used by internet groomers to manipulate young people (e.g. flattery, bribes, threats) and different ways that young people engage in risk taking behaviour on the internet (e.g. communicating with strangers online, sharing personal information). While models and typologies can aid professionals in understanding the crime, it is important to acknowledge that internet offenders, victims and the dynamic between the two are often unique and varied. This is fundamental to the development of effective preventative education for online grooming and abuse. The review concludes that research concerning the online grooming of young people is limited and calls for further study in this field.'

The right to sext is also about the right to demand that these images are kept private. While further legal reforms are needed to protect online privacy (for youth and adults), allowing teens the right to sext is the first step in clarifying that eople who receive these images have no right to distribute them further without permission. The panic about sexting teens highlights the need for broader conversations about social media that can fully account for the complicated issues of privacy and consent in new digital media.'

The purpose of this article is to provide an accurate, research-based description of the characteristics and prevalence of this high-profile social problem; make recommendations for effective responses; indicate needs for future research; and give professionals basic resources to help manage issues that arise in practice and other contexts.'

    Abstract:'Online safety for children and adolescents as a policy issue finds itself in a turbulent arena: emerging new mobile and online technologies and applications carry opportunities and risks and constantly bring new challenges. This article explores particularly the field of adolescents and cybercrime against a background of a culture of control combined with an increasing use of new media by youngsters. Based on two particular cases, i.e. 'grooming'—a new development in criminal law where children and adolescents are treated as (potential) victims in need of protection—and 'sexting'—a new development in online risk-taking where adolescents are framed as (potential) offenders in need of repression—we argue that public policy with respect to adolescent behaviour and online risks is tilting towards more control. These developments in cybercrime policy that focus on criminal law as a policy instrument disturb the balance between the freedom of adolescents to develop into responsible and independent adults and controlling online risks. Other, more promising avenues, such as encouraging digital literacy of citizens and protecting those children who are particularly vulnerable, should rather be at the forefront of public policy.'
