In an unprecedented manner, this report attempts to capture the size of the domestic work sector and the extent of legal protection enjoyed by domestic workers on the basis of a verifiable and replicable methodology. Its findings contribute to overcoming the invisibility of domestic workers and carry a powerful message: domestic work represents a significant share of global wage employment, but domestic workers remain to a large extent excluded from the scope of labour laws and hence from legal protection enjoyed by other workers. Marginalization and exclusion is a theme that runs through the findings of this report. For instance – more than half of all domestic workers have no statutory limitation of their weekly working hours, more than two out of five are not entitled to be paid a minimum wage, and more than a third have no right to take maternity leave. From a human rights and gender equality perspective, this is inacceptable.

This report, written by the European Union Agency for Fundamental Rights (FRA) states that there is scant evidence of the vast number of people who move from one EU Member State to another or migrate into the EU and are forced by their economic and social circumstances to accept working conditions far below recognised legal standards. The report further states that:'The extensive fieldwork and desk research conducted for the report aim to fill this knowledge gap, thus challenging the current climate of implicit acceptance of severe labour exploitation. The report identifies risk factors contributing to such exploitation and discusses means of improving the situation. These include prevention strategies such as increased workplace inspections and greater efforts on the part of EU institutions and Member States to tighten public procurement procedures to avoid inadvertently funding exploiters. There is also an urgent need for more targeted monitoring, as well as improved criminal justice responses, to reduce the number of ineffective investigations that do not result in prosecution. In addition, closer cooperation between institutions involved in monitoring, inspections, law enforcement, victim support and public prosecution is indispensable to tackle the challenges presented by worker exploitation. The report also stresses that greater efforts are necessary to enable and encourage victims to report cases of labour exploitation, for example by encouraging trade unions to take an active role in informing and assisting persons who move to work into the EU or to another EU Member State.'

The HOTT project, which combats trafficking in persons for the purpose of organ removal, is the first EU-funded project against this 'new' and neglected form of trafficking in human beings. An increasing number of indications emerge from countries across the globe on trafficking in human beings for the purpose of organ removal. Many countries have implemented adequate legislation against it, yet its non-legislative response is practically nonexistent. The project aims to increase knowledge and information, raise awareness about the crime and improve its non-legislative response. The latest report of this project shows indicators of trafficked persons with the purpose of organ removal, that are based on empirical research data that has been collected under the HOTT project. The sources from which these indicators have been derived from: interviews with police, prosecutors, recipients and transplant professionals; recipients’ and victims’ testimonies and judgments of prosecuted cases.
