Research conducted with a number of Barnardo’s services warned that children from good homes are at the same risk of sexual abuse as less fortunate children due to their activities on the internet. The internet and new technologies have allowed potential victims to be accessible and available to perpetrators, who may be anonymous, quickly and freely in ways that would otherwise not be possible. Children and young people at risk of harm online may not have any previous vulnerabilities that are often associated with being victims of sexual abuse and exploitation, such as being in care; from families facing adversities or having a history of sexual abuse. This means that they are less likely to be identified as they might not be known to the authorities. The new report found almost half of young people admitted keeping their parents in the dark about their online activities.

Overview/abstract:'This submission responds to four of the seven Terms of Reference for the Inquiry Into Cyber-Safety by the Australian Parliament’s Joint Select Committee on Cyber-Safety. In preparing this submission, an analysis of cyberbullying concerns among children and young people has been undertaken. An extensive review of the literature related to ‘sexting’ and online help-seeking behaviour was also conducted in order to provide information on these two emerging online phenomena involving young people. Furthermore, the potential for existing and future partnerships between various stakeholders was investigated. Based on the data, BoysTown has developed seven key recommendations for the Committee’s consideration which we believe will significantly improve the current responses and support being afforded to children and young people in relation to cyber-safety and other online concerns.'

Abstract:'Sexting can be a costly activity, particularly for teenagers. As more teenagers engage in sending sexually explicit images to one another, the likelihood of serious long-term consequences increases. When sexting is used as a means to bully, the potential severity of consequences also increases. In many jurisdictions, prosecutors may charge juveniles caught sexting with possession or distribution of child pornography. At the same time, some states have recognized the severity of such a charge and found other ways of addressing the teen sexting problem. This Comment addresses the current issues surrounding juvenile sexting by examining empirical data, legal responses, and legislative reactions. It argues that Washington’s current approach to juvenile sexting is inappropriate and should be amended. It suggests a two-tiered statute that separates non-malicious juvenile sexting from malicious juvenile sexting. The proposed statute, which would punish cyberbullying and malicious juvenile sexting more severely, will allow Washington to effectively deter harmful behavior while taking into account juvenile immaturity.'

Abstract:'This paper addresses and analyses the growing threat of sexual harassment in cyberspace. Digital transactions and communications have, over the past decade, been increasingly transpiring at an increasingly accelerated rate. This non-linear progression has generated a myriad of risks associated with the utilization of information and communication technologies (ICTs) in cyberspace communications, amongst the most important of which is: the threat of sexual harassment. On such account, this paper aims to provide an overview of the issues and risks pertinent to sexual harassment and seeks to offer some solutions based on the necessity of pursuing a tri-fold policy encompassing strategic and regulatory, technical, and cultural approaches.'

Abstract:'This paper reports one of the first studies to identify the impact on the victim of online grooming leading to online and/or offline sexual abuse. Eight young people (six females and two males) who had been victimised through online grooming and subsequently experienced sexual abuse online and/or offline were interviewed. Thematic Analysis was used to analyse the data. The impact of sexual abuse on the young person appears to be correlated with their level of vulnerability prior to the onset of grooming and also their experience with professionals following abuse. Most notably, those experiencing multiple long-term risk factors suffered greater negative impact after the grooming and abuse on an individual level (e.g., self-harm, depression), compared to those who had more protection.'

This report describes the problem of Child Sexual exploitation (CSE) through the 'real voices' within this matter; the vulnerable youth, the runaways, the orphans, the victims etc. This research was conducted in the area of greater Manchester. The author stated one of the many recommendations:'I am concerned about the underidentification of child sexual exploitation and want to see all front-line police response officers trained in spotting CSE, along with Police Community Support Officers. It is concerning that GMP figures on recorded sexual offences for under-18-year-olds between 1 June 2013 and May 31, 2014 show that only 111 cases out of 1,691 were ‘flagged’ on the police computer as CSE. This is concerning, as in my view this is likely to be significant underreporting.'

This report contains a review of digital threats and possible outcomes stemming from self-produced sexualized images. It is witten by the Internet Crimes agaisnt Children (ICAC) Task Force in the U.S.. The report describes sextortion as:'the use of sexual chat, photos or video to manipulate someone into producing more sexually explicit photos, videos or to meet in real life for sexual activity. Offenders may have hundreds of victims and the abuse can be long term. Often the abuse goes unreported in the initial phase because the victim is afraid they will be in trouble for the initial chat or photo.'
