    Door de uitbreiding van het mandaat zoals uiteengezet in dit voorstel, wordt het EASO omgevormd tot het "Asielagentschap van de Europese Unie": een volwaardig agentschap dat in staat is de lidstaten de noodzakelijke operationele en technische bijstand te bieden, de praktische samenwerking en informatie-uitwisseling tussen de lidstaten te bevorderen, een duurzame en billijke verdeling van de verzoeken om internationale beschermnig te stimuleren, de uitvoering van het gemeenschappelijk Europees asielstelsel en de capaciteit van de asiel- en opvangstelsels in de lidstaten te monitoren en te beoordelen, en meer lijn te brengen in de behandeling van de verzoeken om internationale bescherming in de Unie.

    Report from the commission to the European Parliament and the Council. Report on the progress made in the fight against trafficking in human beings (2016) as required under Article 20 of Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims.This report focuses on issues that highlight the comprehensive approach of the anti-trafficking Directive and the EU Strategy. In particular, it examines the progress made on the implementation of ‘the three Ps’, prosecution (with a focus on financial investigations), protection (with a focus on setting up national referral mechanisms) and prevention (with a focus on action taken by Member States to prevent the crime as provided by Article 18 of the Anti-Trafficking Directive).For the Commission Staff Working Document click here.

    This paper complements the first European Commission Report on the progress made in the fight against trafficking in human beings as required under article 20 of Directive 2011/36/EU1 (hereafter "the Report"). It aims to provide a factual overview of the main current trends, actions, and statistical data on trafficking in human beings in the EU, as reported by Member States, civil society and international organisations.The paper elaborates on the topics presented in the Report in selected areas of the ‘three Ps’, prosecution (with focus on financial investigations), protection (with focus on the setting up of national referral mechanisms) and prevention (with focus on actions taken by Member States to prevent the crime as provided by Article 18 of the Anti-trafficking Directive4).For the accompanying report click here.

    This Strategy identifies five priorities the EU should focus on in order to address the issue of trafficking in human beings. It also outlines a number of actions which the European Commission proposes to implement over the next five years in concert with other actors, including Member States, European External Action Service, EU institutions, EU agencies, international organisations, third countries, civil society and the private sector.     Trafficking in human beings is a hideous human rights violation and one of the most lucrative activities for criminal organisations worldwide. It occurs for various purposes, including forced labour, criminality and organ removal. In Europe, trafficking for sexual exploitation is by far the most widespread form: an estimated 84% of victims are trafficked for this purpose.Efforts to tackle trafficking in human beings have intensified in the last decade but remain insufficient. As transnational trafficking represents the greatest part of this phenomenon, harmonisation of legal standards and effective international co-operation in criminal matters are crucial to succeed in the fight against human trafficking. The lack of reliable and comparable data on prostitution and trafficking in Europe is a major barrier to making and implementing effective policies against trafficking for purposes of sexual exploitation. Creating a Europe-wide data collection system on prostitution and trafficking is therefore crucial. As a pan-European organisation, the Council of Europe has an important role to play in promoting such a data collection system.Some Council of Europe member States have drawn up prostitution regulations and policies aimed at countering trafficking by curbing the demand for victims. This is true of Sweden, together with Iceland and Norway. The “Swedish approach”, based on criminalising the purchase of sexual services, is currently under consideration by legislators in several European countries as a possible tool for tackling trafficking. While each system presents advantages and disadvantages, policies prohibiting the purchase of sexual services are those that are more likely to have a positive impact on reducing trafficking in human beings. Irrespective of the legal approach adopted, prostitution regulations should include harm-reduction measures aimed at countering the negative effects of prostitution on the people involved and supporting those who wish to leave the sex industry.
