    In 2014 heeft de Inspectie Jeugdzorg bij 27 jeugdhulpinstellingen onderzoek gedaan naar het voorkomen van seksueel grensoverschrijdend gedrag. Aanleiding voor het onderzoek was het rapport “Omringd door zorg, toch niet veilig” van de Commissie Samson (oktober 2012) en het hierop volgende “Kwaliteitskader voorkomen seksueel misbruik in de jeugdzorg” van de Commissie Rouvoet (mei 2013). Een andere belangrijke aanleiding voor het onderzoek was dat een groot deel van de calamiteiten die jeugdhulpinstellingen bij de inspectie melden (het vermoeden van)seksueel grensoverschrijdend gedrag betreft.De inspectie concludeerde in 2014 dat bijna allebezochte instellingen voldoende handelen om seksueel grensoverschrijdend gedrag te voorkomen. Echter, bij nagenoeg alle instellingen constateerde de inspectie wel één of meer verbeterpunten.De inspectie heeft in 2015 opnieuw onderzoek gedaan naar het voorkomen van seksueelgrensoverschrijdend gedrag. Dit onderzoek is uitgevoerd bij twintig jeugdhulpaanbieders en vijf instellingen voor jeugdbescherming en jeugdreclassering. Het betrof acht hertoetsen bij instellingen die in 2014 ook zijn bezocht en zeventien nieuwe onderzoeken. Bij de hertoetsen bleek dat de acht bezochte instellingen de meeste verbeterpunten, die in het toezicht in 2014 waren geconstateerd, inmiddels hebben doorgevoerd. Alle instellingen kregen bij de hertoets het eindoordeel ‘voldoende’

    Vows of Poverty, 26 Countries Where Child Marriage Eclipses Girls' Education: A Snapshot of Causes, Solutions and Ways to Help.This report is published by Care USA (2015). Child marriage doesn’t limit itself to a particular culture, region or religion. It is global, and its reasons are many and complex. One common, cross-cutting issue is gender inequality — the second-class status assigned to girls and women in many societies. And one contributing factor that similarly transcends culture, region and religion is poverty, whose many expressions lead to, and intersect with, the practice. Addressing the root causes of child marriage is necessary if families, communities, nations and the world hope to end it for good and for all.

    This report is published by Equality Now (2014).Child marriage legitimizes human rights violations and abuses of girls under the guise of culture, honor, tradition, and religion. It continues a sequence of discrimination that begins at a girl’s birth and is reinforced in her community, in her marriage and which continues throughout her entire life. Child marriage, therefore, is a way of dealing with the perceived problems that girls represent for families, the problems that arise from the low value given to women and girls. Child marriage is a problem directly affecting approximately 14 million girls a year and indirectly affecting many more girls and boys, women and men. It is a global human rights and development issue that has a disproportionate impact on girls. It is a cross-cutting human rights issue affecting children’s and women’s rights to health, education, equality, non-discrimination, and to live free from violence and exploitation, including slavery and servitude. It requires a holistic and comprehensive response by States working in collaboration and partnership with a range of stakeholders.

    This is a report published by the United Nations Population Fund (2012).Child marriage is a human rights abuse. It constitutes a grave threat to young girls’ lives, health and future prospects. Marriage for girls can lead to complications related to pregnancy and childbirth, and in developing countries these are the main causes of death among 15–19 year-old girls. Girls who are married are also exposed to sexually transmitted infections, including HIV. For a girl, marriage can mean the end of her education, can set aside her chances of a vocation or career, and can steal from her foundational life choices.Ending child marriage will help countries reach the Millennium Development Goals, and should be a high priority in the post-2015 development agenda. Each country should collect and analyze its own data to help target geographic “hotspot” areas where high proportions and numbers of girls are at risk. Policies and programmes should be designed accordingly. Policies are needed across sectors to delay marriage, including raising the legal minimum age at marriage to 18, ensuring that girls go to school and attend beyond primary level, addressing underlying factors perpetuating the practice, identifying alternatives and creating opportunities for girls, and reaching out to communities to support these moves. Girls need, education, health, social and livelihood skills to become fully empowered citizens. Most immediately important is helping already married girls to avoid early pregnancy and when pregnant have access to appropriate care during pregnancy, childbirth and postpartum (including access to family planning).

    Een brede onderzoek werd in opdracht van Comic Relief uitgevoerd en richt zich op een belangrijke leemte in de huidige kennis van de seksuele uitbuiting van kinderen en jongeren met een verstandelijke handicap. Dit rapport schetst de bevindingen van het onderzoek en is een van een aantal producten van de studie.

    The “Guidelines for improving the procedures and policies in combating trafficking in minors” was developed during the project Action Against Trafficking in Minors, financed by the EU DAPHNE III fund. The project was conducted by Reaching Out Romania, Freedom House Romania, the Nest International (Denmark), and Fier Fryslân (The Netherlands). One of the project’s aims was to develop a set of guidelines on how to best prevent and combat trafficking in minors.Action Against Trafficking in Minors was launched in January 2013. The first half year of the project was dedicated to seminars in the three respective countries. Presentations were given by different professionals in the field, like lawyers, social workers, police officers, and other experts. The seminars were attended by national social workers, police officers, NGOs and other partners. Afterwards, focus groups were held in which the current actions, developments and shortcomings were discussed by the attendants. The second half year, questionnaires designed for the police and social workers were disseminated in the three countries to gain a broader picture of their experience.Each of the project’s partners researched the current state of action against trafficking in minors in their country reflected in three SWOTanalysis (strengths, weaknesses, opportunities and threats) annexed to this guide. Based on these SWOT analysis we were able to assess the major strengths and weaknesses present in each national approach for combating child trafficking and detect common vulnerabilities inherent in all three countries, Romania, Denmark and Netherlands. This guide will therefore provide a set of recommendations to assist and help the three targeted countries to better tackle the shortcomings identified in their systems and improve the overall fight against trafficking.The first three chapters provide a detailed analysis of the strengths and weaknesses identified in each of the participating countries. The countries’ analysis reflect the prevalence of shortcomings encountered 2 Guidelines for Improving the Procedures and Policies in Combating Trafficking in Minors by all of the three States in the following areas: victims’ protection, prosecution of child trafficking offences, specialized training offered to different actors involved in combating child trafficking, the cooperation between these actors and the level of awareness of child trafficking as a serious problem.The analysis conducted throughout the first three chapters is based on the countries’ SWOT analysis as well as the 2014 US State Department Trafficking in Persons Report (hereinafter TIP Report). The TIP Report is particularly relevant for the present study as it provides yearly (from 2001 onwards) an updated and constant global assessment of the nature and scope of trafficking in persons and the broad range of actions employed by States to combat and prevent the phenomenon. Designed to be used by international organizations, foreign governments, and nongovernmental organizations alike as a tool to examine where resources are most needed, the report helped research and compare the three countries by using common standards to assess the prosecution, protection and prevention of human trafficking registered in each country.The last chapter provides a series of recommendations specific for each country or common for all three countries in each of the vulnerable areas identified, providing additional examples of good practices developed in Netherlands and Romania.
