    Report from the commission to the European Parliament and the Council. Report on the progress made in the fight against trafficking in human beings (2016) as required under Article 20 of Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims.This report focuses on issues that highlight the comprehensive approach of the anti-trafficking Directive and the EU Strategy. In particular, it examines the progress made on the implementation of ‘the three Ps’, prosecution (with a focus on financial investigations), protection (with a focus on setting up national referral mechanisms) and prevention (with a focus on action taken by Member States to prevent the crime as provided by Article 18 of the Anti-Trafficking Directive).For the Commission Staff Working Document click here.

    This paper complements the first European Commission Report on the progress made in the fight against trafficking in human beings as required under article 20 of Directive 2011/36/EU1 (hereafter "the Report"). It aims to provide a factual overview of the main current trends, actions, and statistical data on trafficking in human beings in the EU, as reported by Member States, civil society and international organisations.The paper elaborates on the topics presented in the Report in selected areas of the ‘three Ps’, prosecution (with focus on financial investigations), protection (with focus on the setting up of national referral mechanisms) and prevention (with focus on actions taken by Member States to prevent the crime as provided by Article 18 of the Anti-trafficking Directive4).For the accompanying report click here.

The objective of this threat assessment is to more fully inform leaders about the nature, magnitude, and global scope of this crime problem, and provide support for the local, national, and international policy changes pertaining to these offenses that are necessary in order to accomplish the shared policy targets.The Global Alliance is an initiative by the EU and US in which 54 countries from around the world have gathered in a Global Alliance against Child Sexual Abuse Online.

    In een brief aan de leiders van de Europese Unie vraagt een taskforce van Europese ombudsmannen, onder leiding van de Nederlandse kinderombudsman Marc Dullaert, om de topprioriteit bij het opvangen van vluchtelingen bij kinderen te leggen. In de brief wordt een uitdrukkelijk verzoek gedaan de Rechten van het Kind te respecteren, zoals ze zijn gesteld door de Verenigde Naties. Uit het onderzoek blijkt dat Europa die rechten schendt bij de opvang. Om dat in de toekomst te voorkomen moeten kinderen centraal komen te staan. Nu zijn kinderen slechts bijzaak, ondervindt het ENOC.

The Protocol definition has been widely embraced by States and the international community. However, over the past decade it has become evident that questions remain about certain aspects of that definition and its practical application.This present study therefore, ensures that that important concepts contained in the Protocol are clearly understood and, therefore, consistently implemented and applied by States Parties.

    The report explores the effectiveness of the offence ‘abuse of a victim of sex trade’, (Criminal Code, chapter 20 section 8). Enacted in 2006, this provision prohibits the purchasing of sex from a victim of human trafficking or procuring. It is complemented by section 7 of the Public Order Act, which prohibits the purchasing and the offering for sale and selling of sex in a public place.The report also explores the situation in the UK and Sweden. Sweden has had a comprehensive sex purchase ban in place since 1999. Information on the situation in Sweden is available in a report published in 2010 and the annual reports of the National Rapporteur on Trafficking in Human Beings. The relevant legislation in the UK as reformed in 2009 closely resembles the Finnish corresponding legislation. Because no study of the effectiveness of the British legislation has yet been conducted, interviews were conducted to gain a better picture.
