    This report describes the effectiveness and current issues of law enforcement against cyber crime in the Phillipines. The report states the following about new trends:'There are around 177 Internet Service Providers (ISPs) in the country today with the major providers offering services at an average rate of P25.00 per hour. Digital subscriber line (DSL), wireless and fixed broadband, cable, satellite Internet facilities are now being offered to the public making access to the internet easily serviceable. The number of Philippine Internet users range to 33.6 million.3 Contributing heavily to its growth are Internet cafes that allow Filipinos who do not own computers to gain access to the facility at an affordable price. An increasing number of schools and small and medium enterprises (SMEs) accessing the Internet contributed to this growth as well.' The Philippines has been regarded as a haven of crime committed online for many years while other countries have developed cyber-warfare. It has only begun its stand when the country received recognition in 2000 as the source of "LOVE BUG" or the "I love you" virus. It has been 13 years since the virus bolstered the insufficiency of the government‟s policies on cybercrime suppression, investigation and prosecution when the author of the virus was released from jail and no case was filed against him for lack of legislation defining the act as a crime and imposing penalty for such commission. On 12 September 2012, the Philippine Congress enacted the Cybercrime Prevention Act to govern crimes committed in the cyberspace. The new law specifies several new acts of cybercrime. Among those prohibited under the law are cybersex, online child pornography, illegal access to computer systems or hacking, online identity theft, and spamming. It increases the penalty for computer-related crimes. However, the law could not take its course in attaining its aim due to the indefinite restraining order issued by the Supreme Court for its implementation until the petitions challenging constitutionality of the law were resolved last February 2014.'

It also offers background characteristics of victims and perpetrators. Another section highlights challenges faced by law enforcement officials and government policymakers in dealing with the online sexual exploitation of children:'A program that addresses all efforts to protect children from online exploitation and coordinates the work of all agencies and organizations working in this field is strongly recommended. There is currently no entity that coordinates or addresses all aspects of the online exploitation of children on a national level.'

    This article states that most publicity about online “predators” who prey on naive children using trickery and violence is largely inaccurate:'Internet sex crimes involving adults and juveniles more often fit a model of statutory rape—adult offenders who meet, develop relationships with, and openly seduce underage teenagers—than a model of forcible sexual assault or pedophilic child molesting. The purpose of this article is to provide an accurate, research-based description of the characteristics and prevalence of this high-profile social problem; make recommendations for effective responses; indicate needs for future research; and give professionals basic resources to help manage issues that arise in practice and other contexts.'

    Dit rapport beschrijft meerdere risico’s en negatieve ervaringen onder 9-16-jarige internetgebruikers in Nederland. Vier belangrijke vormen van online risico’s worden hierin beschreven:− het zien van pornografische beelden;-  het ontvangen van seksuele toespelingen (sexting);− het ontmoeten van onbekenden na online contact;− online gepest worden (cyberpesten).Steeds geeft het rapport aan welk deel van de jongeren hiermee te maken heeft gehad en of dit als negatief is ervaren. Ook is onderzocht of jongeren vaardig genoeg zijn om ongewenste ervaringen te vermijden en of ouders, docenten en leeftijdgenoten doeltreffend hulp kunnen bieden.

    The Attorney-General’s Department commissioned the Australian Institute of Criminology to search for, locate and report on the existing international academic and policy-relevant literature concerning the use of social networking sites for grooming children for sexual purposes, the extent and nature of the problem, and effective ways in which to address it.The report canvasses international material published in English since January 2000, located by searching various academic databases. It reviews recently published academic and policy-relevant research on the misuse of online social networking internet sites by sexual predators to groom children for sexual conduct.
