    Sexual Exploitation of Children in Travel and Tourism (SECTT) is a crucial issue for an international hotel group such as AccorHotels. With over 170 million customers staying in its 3,800 hotels in over 90 countries every year, AccorHotels is determined to combat all forms of sexual abuse of children that could occur on its premises. This is the purpose of the Group's programme called WATCH, We Act Together for CHildren.

    In 2012 is Stop it Now! gestart met het bieden van anonieme hulp aan mensen die lijden onder problemen rond pedofilie en pedoseksueel gedrag. De nadruk ligt op vroege, preventieve hulp om daarmee seksueel misbruik te voorkomen. Mensen met seksuele gevoelens voor kinderen worstelen hier vaak jaren mee, voordat zij tot grensoverschrijdend gedrag komen. Het grootste deel van deze mensen weet dat dit gedrag strafbaar is, het de slachtoffers kan beschadigen en ook voor henzelf enorme consequenties kan hebben. Het praten over deze gevoelens is echter een groot taboe. Omdat zij langdurig deze gevoelens geheim moeten houden en hierdoor in een isolement raken, kunnen zij tenslotte toch overgaan tot grensoverschrijdend gedrag. Stop it Now! wil dat voor zijn. Door over deze gevoelens en verlangens te spreken, kan het isolement doorbroken worden, kunnen wegen gezocht worden om op een veilige manier een waardevol leven te leiden en kan, als dat nodig is, professionele therapeutische hulp worden gevonden.

Thirteen Cambodian nationals made up half of this group and were convicted for a wide variety of crimes, including The Act of Selling, Buying or Exchanging a Person for Cross-border Transfer (Art. 16 LSHTSE), Aggravated Procurement of Prostitution (Art. 27 LSHTSE), Purchase of Child Prostitution (Art. 34 LSHTSE), Soliciting for Child Prostitution (Art. 35 LSHTSE), Sexual Intercourse with a Minor under Fifteen Years (Art. 42 LSHTSE), Indecent Act against a Minor under Fifteen Years (Art. 43 LSHTSE), and Rape (Art. 239 Criminal Code) with Aggravating Circumstances - status of the victim (Art. 241 Criminal Code).

    A lack of data exists pertaining to the unique challenges and barriers that child victims of sexual exploitation, including sexual exploitation in travel and tourism, face when accessing justice. To address this knowledge gap, ECPAT International conducted a study (A2J Study) to explore why "child-friendly justice" is so elusive for sexually exploited children and to identify the specific barriers that continue to prevent these children from accessing justice.

The study also aims to highlight the main legal elements required to make these responses effective to help address and strengthen future interventions. Based on the analysis, recommendations intend to inform, enhance and address current challenges.

    It is necessary for States to have adequate legal and institutional frameworks to protect children from sexual exploitation in travel and tourism. Companies that fail to protect children or even violate children´s rights should be held liable. With international law being directed primarily at States, the question of liability for corporate violations has proved difficult. Yet, it is central when considering the role of a child victimised by sexual crimes in tourism.The overall objective of this study is to analyse the existing legal and ‘soft law’ instruments that address corporate liability in the context of sexual exploitation of children in travel and tourism (SECTT). The study also explores the possibility of holding companies liable to international and domestic law and, accordingly, identify gaps and future challenges.
