    Abstract:'The aim of this work is to present an overall picture of the phenomenon of Commercial Sexual Exploitation of Children (CSEC) in Singapore and examine the measures implemented to date and the main challenges to be addressed, including in the area of legal protection. Based on a wide range of resources and documentation (articles, media materials, research reports, etc), the desktop research reveals that like other developed countries in the world, despite having high social and economic indicators and a child protection system in place, Singapore is affected by all manifestations of CSEC. While the absence of official statistics and estimations does not allow an assessment of the real extent of the problem, existing information suggests that these manifestations are increasingly intertwined and children are often victimised through multiple or complex forms of CSEC.'

    Abstract:'In 2010, the National Institute of Justice funded the Urban Institute’s Justice Policy Center to measure the size and structure of the underground commercial sex economy in eight major US cities. The goals of this study were to: (1) derive a more rigorous estimate of the underground commercial sex economy (UCSE) in eight major US cities and (2) provide an understanding of the structure of this underground economy. To date, no reliable data exist to provide national or state policymakers with a verifiable and detailed understanding of underground commercial sex trade networks or the ways in which these networks interact with one another on the local, state, or interstate level. In addition, there is no information regarding the relationship between the UCSE and the local commercial sex trade or commercial sex activity conducted over the Internet. This study aimed to close the gap in our understanding about the nature and extent of these activities.'

    ECPAT International published the second edition of the Agenda for Action (A4A) Country Reports monitoring the status of action against the commercial sexual exploitation of children. This report contains the Country Report for Kazakhstan. It states:'The information of each country report is organised to correspond to the structure of the Agenda for Action. Thus all the 2nd Edition reports feature updated information in relation to: (i) an overview of the main CSEC manifestations affecting the country; (ii) analysis of the country’s National Plan of Action (NPA) against CSEC and its implementation (or the absence of an NPA); (iii) overview and analysis of coordination and cooperation efforts during the period under review; (iv) overview and analysis of prevention efforts; (v) overview and analysis of protection efforts, which includes detailed information on national legislation related to CSEC; (vi) overview and analysis of country’s efforts incorporate participation of children in youth in the development and implementation of efforts to combat CSEC and (vii) priority actions required.'

    This report describes the effectiveness and current issues of law enforcement against cyber crime in the Phillipines. The report states the following about new trends:'There are around 177 Internet Service Providers (ISPs) in the country today with the major providers offering services at an average rate of P25.00 per hour. Digital subscriber line (DSL), wireless and fixed broadband, cable, satellite Internet facilities are now being offered to the public making access to the internet easily serviceable. The number of Philippine Internet users range to 33.6 million.3 Contributing heavily to its growth are Internet cafes that allow Filipinos who do not own computers to gain access to the facility at an affordable price. An increasing number of schools and small and medium enterprises (SMEs) accessing the Internet contributed to this growth as well.' The Philippines has been regarded as a haven of crime committed online for many years while other countries have developed cyber-warfare. It has only begun its stand when the country received recognition in 2000 as the source of "LOVE BUG" or the "I love you" virus. It has been 13 years since the virus bolstered the insufficiency of the government‟s policies on cybercrime suppression, investigation and prosecution when the author of the virus was released from jail and no case was filed against him for lack of legislation defining the act as a crime and imposing penalty for such commission. On 12 September 2012, the Philippine Congress enacted the Cybercrime Prevention Act to govern crimes committed in the cyberspace. The new law specifies several new acts of cybercrime. Among those prohibited under the law are cybersex, online child pornography, illegal access to computer systems or hacking, online identity theft, and spamming. It increases the penalty for computer-related crimes. However, the law could not take its course in attaining its aim due to the indefinite restraining order issued by the Supreme Court for its implementation until the petitions challenging constitutionality of the law were resolved last February 2014.'

This report contains recommendations that might lead to a worldwide policy debate of the digital economy. The report further states that "Sextortion" cases are on the rise, involving exploitation in which an attacker will threaten to make public compromising images of the victim unless they are supplied with more images, videos, or occasionally even payment.

De intensieve aanpak werpt de laatste jaren zijn vruchten af, en dat geldt ook voor 2014. De nadruk ligt niet alleen op het opsporen van de downloaders en de verspreiders, maar het OM richt zich ook op het slachtoffer. Het onderzoekt wie er op foto’s staan en hoe het misbruik kan worden gestopt. Slachtoffers haalt het OM uit hun isolement en kan het daardoor hulp en opvang aanbieden.'

Het Meldpunt behandelt sinds haar oprichting in 1996 meldingen over de verspreiding van beeldmateriaal van seksueel kindermisbruik op het internet. In 2014 ontving het Meldpunt 28.960 meldingen.

It also offers background characteristics of victims and perpetrators. Another section highlights challenges faced by law enforcement officials and government policymakers in dealing with the online sexual exploitation of children:'A program that addresses all efforts to protect children from online exploitation and coordinates the work of all agencies and organizations working in this field is strongly recommended. There is currently no entity that coordinates or addresses all aspects of the online exploitation of children on a national level.'

    This article states that most publicity about online “predators” who prey on naive children using trickery and violence is largely inaccurate:'Internet sex crimes involving adults and juveniles more often fit a model of statutory rape—adult offenders who meet, develop relationships with, and openly seduce underage teenagers—than a model of forcible sexual assault or pedophilic child molesting. The purpose of this article is to provide an accurate, research-based description of the characteristics and prevalence of this high-profile social problem; make recommendations for effective responses; indicate needs for future research; and give professionals basic resources to help manage issues that arise in practice and other contexts.'
