The Europol Review, has a new magazine format which focuses on our major operations, the strategic progress of the organisation and the goals we have set. The content is arranged in thematic sections and reflects the ways in which Europol staff and European law enforcement officers work together to make Europe a safer place. The review also describes the trafficking of young women from Hungary into Austria, Belgium, Denmark, the Netherlands, Switzerland and the UK for sexual exploitation purposes.

This report highlights important developments in several areas of online crime. The changes in the production of malware are increasing rapidly in scale and sophistication. These are producing cybercrime capabilities ranging from simple key logging and theft of sensitive data, to ransomware and sophisticated and complex banking Trojans. Malware is also essential in creating and controlling botnets. Recent developments in the use of peer-to-peer networks to host command and control infrastructure create additional difficulties for law enforcement to disrupt or takedown botnets.Child sexual exploitation online continues to be a major concern with offences ranging from sexual extortion and grooming, to self-produced child abuse material (CAM) and live streaming, which pose particular investigative challenges. Offenders are facilitated by many of the same services and products as typical cybercriminals including anonymisation tools, secure e-mail, bulletproof hosting and virtual currencies.

Trafficking for Forced Criminal Activities and Begging in Europe: Exploratory Study and Good Practice Examples.Trafficking in human beings for the purpose of forced criminal exploitation is an increasingly significant phenomenon in the European Union. Adults and children are trafficked and forced to commit crimes such as cannabis cultivation, ATM theft and benefit fraud or forced to beg. Inecognition of its increasing incidence and reports by frontline professionals, EU Directive (2011/36) (hereafter known as the EU Directive) includes a wider definition of trafficking to cover trafficking for forced criminal activities and forced begging. This inclusion highlighted the need for Member States to take action to address this form of trafficking. Despite the entry into force of the EU Directive there is a dearth of research and awareness about this type of exploitation with very few cases reported in official statistics and many victims misidentified as offenders. This report aims to go some way to address this and provide a baseline assessment of the issue, exploring the situation in the project partner countries (Ireland, the UK, the Czech Republic, and the Netherlands) and provide an overview of the rest of Europe. The findings show that the issue is more widespread than previously reported, with victims being exploited through a variety of criminal activities.

Trafficking in human beings violates the rights and affects the lives of countless people in Europe and beyond. An increasing number of women, men and children are being traded as a commodity, across borders or in their own countries, and trapped into exploitation and abuse. The Council of Europe Convention on Action against Trafficking in Human Beings, which entered into force on 1 February 2008, aims to prevent trafficking in human beings, protect victims of trafficking, prosecute traffickers, and promote co-ordination of national actions and international co-operation. The countries which have signed up to the Convention are monitored by the Group of Experts on Action against Trafficking in Human Beings (GRETA). The Council of Europe also supports governments in the implementation of the Convention and the recommendations emerging from its monitoring process.

The Council of Europe is the continent’s leading human rights organisation. It includes 47 member states, 28 of which are members of the European Union. All Council of Europe member states have signed up to the European Convention on Human Rights, a treaty designed to protect human rights, democracy and the rule of law.The European Court of Human Rights oversees the implementation of the Convention in the member states. Individuals can bring complaints of human rights violations to the Strasbourg Court once all possibilities of appeal have been exhausted in the member state concerned. The European Union is preparing to sign the European Convention on Human Rights, creating a common European legal space for over 820 million citizens.

The European Financial Coalition against Commercial Sexual Exploitation of Children Online (EFC) brings together key actors from law enforcement, the private sector and civil society in Europe with the common goal of fighting against commercial sexual exploitation of children online.The aim of this assessment is to identify current trends in production, distribution and access to commercial child abusive material (CAM), based on the insight and expertise of EFC members, as well as observations of EU Member States law enforcement representatives. Examining offending both in terms of child exploitations and as a criminal business, it seeks to highlight opportunities for intervention, and specific gaps in the information available. It is anticipated that the findings will be used to inform further intelligence gathering, crime prevention and enforcement activities by the EFC and its member organisations.Click here to see the update of this report, published by the EFC in april 2015.
