This report states that the distribution of sexually explicit images without the subject’s consent, commonly referred to as "revenge porn," currently exists in a legal gray area throughout much of the United States, where victims have few options for recourse and perpetrators go unpunished. Revenge porn can have dramatic consequences for victims—from harming their careers and reputations to intimidating them into silence or putting them directly in harm’s way. While a number of states and private businesses have taken up the cause to reduce this form of online harassment, it is not enough. Congress should take action to address the nonconsensual distribution of sexually explicit images.

Abstract:'This paper addresses and analyses the growing threat of sexual harassment in cyberspace. Digital transactions and communications have, over the past decade, been increasingly transpiring at an increasingly accelerated rate. This non-linear progression has generated a myriad of risks associated with the utilization of information and communication technologies (ICTs) in cyberspace communications, amongst the most important of which is: the threat of sexual harassment. On such account, this paper aims to provide an overview of the issues and risks pertinent to sexual harassment and seeks to offer some solutions based on the necessity of pursuing a tri-fold policy encompassing strategic and regulatory, technical, and cultural approaches.'

This article is about the story of a victim of sextortion, who helped the FBI track down a perpetrator who's made 350 victims. The article states:'It’s called sextortion, in which predators coerce or manipulate someone (often an underage someone) into sending lewd, compromising pictures or videos, many of which are released publicly or traded as child pornography. Although there are no specific  numbers for sextortion, it’s on the rise; according to the U.S. Office of Juvenile Justice and Delinquency Prevention, reports of online child sexual solicitation surged 44 percent between 2010 and 2014.'

This report constitutes a landscape study of legal and institutional frameworks for combating a form of corruption involving sexual exploitation that the International Association of Judges (IAWJ) has named sextortion. The research covered nine jurisdictions representative of diverse cultural and legal backgrounds: Argentina, Australia, Brazil, Canada, Kenya, Mexico, Taiwan, Uganda and the United Kingdom. The report illustrates how sextortion manifests; examines the laws available for prosecuting it; describes the response, too often inadequate, of the criminal justice system; and highlights areas for further action.

This Toolkit, by the International Association of Women Judges (IAWJ), is intended to raise awareness about sextortion and provide the "tools" – guidance, information, and resources – with which to address a pervasive, but often hidden, form of corruption that degrades its victims and undermines social institutions around the world. The report states:'Sextortion is a form of corruption in which the quid pro quo is sex rather than money. Therefore it is important to assess whether any of your country’s anti-corruption laws can be construed to cover sextortion. These laws may have different names, including: extortion; bribery; criminal coercion; abuse of office; official oppression; and corruption. Whatever the name of the anti-corruption statute, focus on whether its language is broad enough to encompass sexual favors.'

This article is about an international group of women judges that is determined to change the prosecution of sextortion cases by shedding new light on this rarely challenged form of corruption. The article states:'Together with the Association of Women Judges in Bosnia and Herzegovina, the Philippine Women Judges Association and the International Association of Women Judges, the Tanzanian judges investigated ‘‘sextortion’’ in a three-year program that ended last year. The study resulted in a 48-page guide for judges, prosecutors, lawyers, lawenforcement officers, advocates and others involved in justice systems around the world. The goal was to identify legal provisions under which ‘‘sextortion’’ can be prosecuted, and encourage changes in laws if needed. The judges also wanted to give the problem a name. And so the term ‘‘sextortion’’ was born.'

This report displays an overview of the techniques and modus operandi used by cybercriminals in the case of sextortion in the Far East. For example:'In April 2014, the International Criminal Police Organization (INTERPOL) and the Philippine National Police (PNP), in cooperation with various law enforcement agencies worldwide, arrested 58 sextortion crime ring operators in the Philippines. [4‒5] Members of this particular gang create fake Facebook accounts while posing as attractive women to lure men into chatting with them. They then ask them to video-chat on Skype so they can engage in cybersex. What the victims do not know is that the chat is being recorded without their permission. The video is then used to blackmail the victims into paying the perpetrators around US$1,000 each for keeping the reputation-damaging content private. Victims are told that refusal to pay up means their videos would be made publicly available on YouTube or sent to all of their online contacts.'
