    This report states that child pornography and sexual exploitation industries, in particular, are moving outside of traditional economic mechanisms and into the shadows of the digital world. This report contains recommendations that might lead to a worldwide policy debate of the digital economy. The report further states that "Sextortion" cases are on the rise, involving exploitation in which an attacker will threaten to make public compromising images of the victim unless they are supplied with more images, videos, or occasionally even payment.

    This report displays an overview of the techniques and modus operandi used by cybercriminals in the case of sextortion in the Far East. For example:'In April 2014, the International Criminal Police Organization (INTERPOL) and the Philippine National Police (PNP), in cooperation with various law enforcement agencies worldwide, arrested 58 sextortion crime ring operators in the Philippines. [4‒5] Members of this particular gang create fake Facebook accounts while posing as attractive women to lure men into chatting with them. They then ask them to video-chat on Skype so they can engage in cybersex. What the victims do not know is that the chat is being recorded without their permission. The video is then used to blackmail the victims into paying the perpetrators around US$1,000 each for keeping the reputation-damaging content private. Victims are told that refusal to pay up means their videos would be made publicly available on YouTube or sent to all of their online contacts.'

    'Within this research the Trend Micro Forward-Looking Threat Research Team developed the Deep Web Analyzer—a robust system that collects Deep Web URLs of interest—to take a closer look at what’s going on in the Deep Web with regard to cybercrime. Based on two years’ worth of research into limited-access networks like the Dark Web via the Deep Web Analyzer, we were able to determine that the Deep Web hosts a lot of benign content, alongside some of the more disturbing activities ever seen on the Internet.'

The guidelines provide advice on how industry can work to help ensure children’s safety when using the internet or any of the associated technologies or devices that can connect to it.

    This briefing on grooming provides valuable insight into the modus operandi of a very sophisticated groomers. It also sets out a number of lessons which can be learnt from these cases and which are applicable and relevant to all organisations working with children. Indeed, the school featured in one of the described cases is eager for the lessons which can be learnt from this case to be shared with the education community more widely.One of the mentioned cases is about William Vahey, who taught at international schools throughout his life. In 2014 he was discovered in possession of a number of abusive images of students, images which it would appear he obtained having drugged students on school trips that he ran. Vahey committed suicide following the reporting of these images to the FBI. It is now known that Vahey's criminal behaviour spanned over 40 years and may have occurred in up to 10 international schools in 9 different countries.

    Rapid innovations in information and communication technologies facilitate the trafficking in human beings (THB) by exposing a growing number of victims to traffickers. These traffickers use social networks and online classified sites to market, recruit, sell and exploit their victims. The internet has shifted the recruitment, advertising and selling process from the street to the digital domain.Online interaction creates both risks and opportunities for criminals, victims and law enforcement. Criminals and victims leave permanent traces, which facilitates identification, but not necessarily intervention. This gap between identification and intervention is becoming more difficult to overcome for law enforcement. This Intelligence Notification provides an overview of Europol’s knowledge on the role of the internet as a facilitator for THB.

    This report constitutes a landscape study of legal and institutional frameworks for combating a form of corruption involving sexual exploitation that the International Association of Judges (IAWJ) has named sextortion. The research covered nine jurisdictions representative of diverse cultural and legal backgrounds: Argentina, Australia, Brazil, Canada, Kenya, Mexico, Taiwan, Uganda and the United Kingdom. The report illustrates how sextortion manifests; examines the laws available for prosecuting it; describes the response, too often inadequate, of the criminal justice system; and highlights areas for further action.

    Abstract:'Online safety for children and adolescents as a policy issue finds itself in a turbulent arena: emerging new mobile and online technologies and applications carry opportunities and risks and constantly bring new challenges. This article explores particularly the field of adolescents and cybercrime against a background of a culture of control combined with an increasing use of new media by youngsters. Based on two particular cases, i.e. 'grooming'—a new development in criminal law where children and adolescents are treated as (potential) victims in need of protection—and 'sexting'—a new development in online risk-taking where adolescents are framed as (potential) offenders in need of repression—we argue that public policy with respect to adolescent behaviour and online risks is tilting towards more control. These developments in cybercrime policy that focus on criminal law as a policy instrument disturb the balance between the freedom of adolescents to develop into responsible and independent adults and controlling online risks. Other, more promising avenues, such as encouraging digital literacy of citizens and protecting those children who are particularly vulnerable, should rather be at the forefront of public policy.'
