    This Handbook for Protocol Officers serves to raise awareness and inform the relevant authorities about how to prevent trafficking in human beings for domestic servitude in diplomatic households, how to detect abuses and how to react to exploitative situations while protecting the rights of the domestic worker. This handbook will increase knowledge about strategies and policies to discourage non-compliance in the employment of private domestic workers in diplomatic households. It will also provide examples of national practices which have proven effective towards those ends.Source: www.osce.org

    In an unprecedented manner, this report attempts to capture the size of the domestic work sector and the extent of legal protection enjoyed by domestic workers on the basis of a verifiable and replicable methodology. Its findings contribute to overcoming the invisibility of domestic workers and carry a powerful message: domestic work represents a significant share of global wage employment, but domestic workers remain to a large extent excluded from the scope of labour laws and hence from legal protection enjoyed by other workers. Marginalization and exclusion is a theme that runs through the findings of this report. For instance – more than half of all domestic workers have no statutory limitation of their weekly working hours, more than two out of five are not entitled to be paid a minimum wage, and more than a third have no right to take maternity leave. From a human rights and gender equality perspective, this is inacceptable.

    'The Paper is meant to provide a policy tool for decision makers and practitioners dealing with trafficking in human beings on the ground. It is based on desk research, field work and case study analyses in order to shed light on one of the most invisible forms of modern-day slavery. The Paper also benefits from the comments, inputs and expertise of specialized NGOs. Furthermore, it is enriched by the valuable contributions and direct experience of policymakers and public officials (including law enforcement, prosecutors, judges, diplomats), as well as trade unions, international organizations and academics who participated in the Alliance Conference.'

Il tient également compte des observations, des apports et des compétences d’ONG spécialisées, et incorpore les contributions précieuses et l’expérience directe des décideurs et des responsables (notamment les autorités de police, les procureurs, les juges et les diplomates), ainsi que des syndicats, des organisations internationales et des universitaires qui ont participé à la conférence de l’Alliance.'
