    Nederland verliest haar grip op West-Afrikaanse mensenhandel. Dat constateert het Centrum tegen Kinderhandel en Mensenhandel (CKM) na eigen onderzoek dat in februari wordt gepubliceerd. De afgelopen twee jaar zijn er meer dan 16.000 meisjes en vrouwen uit West-Afrika naar West-Europa gesmokkeld, waarvan naar verwachting 75%  in de uitbuiting verdwijnt. Waar verschillende West-Europese landen  hun aandacht hebben opgeschroefd en investeren in maatregelen tegen deze problematiek, gebeurt in Nederland het tegenovergestelde. ‘Er is een crisis in de maak.’

    This article explores some of the key current research and statistical evidence available on the global scale of trafficking in human beings, and considers the assumption that the occurrence of trafficking is increasing. The value and limita-tions of this statistical data is identified, as is the relationship between the research base and the resulting legal and policy responses. This allows an assessment of whether there is a connection between the perceived problem and the responses to trafficking victims’ circumstances.It questions whether assumptions, generalisations and policies can be based around the available data and the responsibilities of individual countries, including the UK and the wider interna-tional community, in relation to the improvement of data collection. The article also considers signs of progress in terms of data collection and suggests further future improvements that need to be made to the approach taken.

    Abstract:'Online safety for children and adolescents as a policy issue finds itself in a turbulent arena: emerging new mobile and online technologies and applications carry opportunities and risks and constantly bring new challenges. This article explores particularly the field of adolescents and cybercrime against a background of a culture of control combined with an increasing use of new media by youngsters. Based on two particular cases, i.e. 'grooming'—a new development in criminal law where children and adolescents are treated as (potential) victims in need of protection—and 'sexting'—a new development in online risk-taking where adolescents are framed as (potential) offenders in need of repression—we argue that public policy with respect to adolescent behaviour and online risks is tilting towards more control. These developments in cybercrime policy that focus on criminal law as a policy instrument disturb the balance between the freedom of adolescents to develop into responsible and independent adults and controlling online risks. Other, more promising avenues, such as encouraging digital literacy of citizens and protecting those children who are particularly vulnerable, should rather be at the forefront of public policy.'

    This report constitutes a landscape study of legal and institutional frameworks for combating a form of corruption involving sexual exploitation that the International Association of Judges (IAWJ) has named sextortion. The research covered nine jurisdictions representative of diverse cultural and legal backgrounds: Argentina, Australia, Brazil, Canada, Kenya, Mexico, Taiwan, Uganda and the United Kingdom. The report illustrates how sextortion manifests; examines the laws available for prosecuting it; describes the response, too often inadequate, of the criminal justice system; and highlights areas for further action.

The reliance on limited, inaccurate and out-of-date data can have an adverse effect on advocacy, policy planning and targeted interventions related to the prevention and protection of children against sexual exploitation. ECPAT Journal Series No. 10 seeks to highlight this problem by analysing the methodologies and challenges of reliable data collection when researching the sexual exploitation of children and suggests possible ways to address these issues.'

    Rapid innovations in information and communication technologies facilitate the trafficking in human beings (THB) by exposing a growing number of victims to traffickers. These traffickers use social networks and online classified sites to market, recruit, sell and exploit their victims. The internet has shifted the recruitment, advertising and selling process from the street to the digital domain.Online interaction creates both risks and opportunities for criminals, victims and law enforcement. Criminals and victims leave permanent traces, which facilitates identification, but not necessarily intervention. This gap between identification and intervention is becoming more difficult to overcome for law enforcement. This Intelligence Notification provides an overview of Europol’s knowledge on the role of the internet as a facilitator for THB.

    The Net Children Go Mobile project investigates through quantitative and qualitative methods how the changing conditions of internet access and use (namely, mobile internet and mobile-convergent media) bring greater, fewer or newer risks to children’s online safety. This final report shows that the conditions of internet access and use by children are changing: access is increasingly personalized and mobile, despite the use of portable devices is constrained by parental and school’s rules, financial constraints and social norms. While devices and platforms are new, what children do online has not changed radically, rather,  the quantitative and qualitative findings of the Net Children Go Mobile project show that the online experience of smartphone and tablet users is enhanced. Children who go online from portable devices communicate more easily, look up information in real time, and in general have more diverse ways of following up there interests online. They also have a higher level of digital skills, safety skills and communicative abilities. And they feel more connected to their friends thanks to smartphones (81% of interviewed children think so). But that very ease is also the downside. So while many children believe they are more sociable since they have had a smartphone, three out of four children (72%) also report being feeling they have to be constantly available to peers, and 50% reported feeling a “strong need” to check their phones. So children lament being annoyed by the pressure to be “always on”, distracted by constant notifications and tempted to use the technologies to the detriment of their other offline interests.For more details download the final report here

Om dit te bewerkstelligen richt de stichting zich primair op het bevrijden van minderjarige meisjes, die gedwongen worden tot prostitutie. Secundair zet Free a Girl zich in voor rehabilitatie en re-integratie van de slachtoffers en het veroordeeld krijgen van mensenhandelaren en pooiers.

    This briefing on grooming provides valuable insight into the modus operandi of a very sophisticated groomers. It also sets out a number of lessons which can be learnt from these cases and which are applicable and relevant to all organisations working with children. Indeed, the school featured in one of the described cases is eager for the lessons which can be learnt from this case to be shared with the education community more widely.One of the mentioned cases is about William Vahey, who taught at international schools throughout his life. In 2014 he was discovered in possession of a number of abusive images of students, images which it would appear he obtained having drugged students on school trips that he ran. Vahey committed suicide following the reporting of these images to the FBI. It is now known that Vahey's criminal behaviour spanned over 40 years and may have occurred in up to 10 international schools in 9 different countries.
